There appears to be excessive trash/junk/debris in the backyard. There are wood piles that may harbor snakes. We have children and are deeply concerned. The yard smells horrible. There are overgrown weeds. The exterior of the home must violate some sort of sanitation regulations. There is a shed in the backyard that is barely held together from my vantage point. The dumpster in the parking lot has a large hole on the east side near the bottom, ostensibly for drainage. However, it is large enough for rats to enter and exit, which they do to feast at night. There are *always* rats running around the parking lot because of this. They live in the little caves right behind the dumpster. Please do *not* poison or trap the rats. Rather, we would like the hole sealed up so that the rats will no longer have an endless source of food and will move somewhere else. This seems like a simple fix. Bloomington, INopenTrashThis entire property apartment complex is rented out to a fraternity. The result of that is continuously loud noise at night and a dumpster that is constantly overfilled. The upside is that during the summer the property is silent and pleasant, but for the nine months of the school year the neighborhood is forced to suffer their presence. The property management (Pavilion) seem to be oblivious and uncaring, but can the City at least require them to enclose the garbage dumpster so that neighbors do not have to look at it? This is not the fault of the garbage hauler (Ava), because they pick up the trash regularly and on schedule. However, these tenants are such high-maintenance, consumption-oriented pigs that they generate far more waste than normal people ever could, the dumpster is almost always overflowing, and it smells horrible. On the Lincoln side of this property there is an old wall that is just about to collapse. It seems that if a team of masons got in there now prior to its failure, they might be able to take it apart somehow and reset it so that it will last another 130 years. But if it were to fall on its own, the stones would likely all break up and be useless trash. Property owner (Parker Rentals) is aware of the potential problem, but they do not seem to care. The surrounding area has many retaining walls that add character to the community. It would be great if this one could be saved.3 days ago

Bloomington, INopenDrainage or RunoffOur ask: Please retrench or otherwise definitively fix the water issue flowing from the high side of Brooks drive (addresses: 1213 and 1215) to the low side (address 2110 east Covenanter drive). Why: When heavy rains occur, high side water floods our yard and garden, resulting in 6 hours of work in clean up. History: In 2017 or thereabouts, the residents of 2110 east Covenanter reached out to the city regarding the water flow issue. At that time Phil Peden was the team lead. He showed me that the high side of Brooks had previously been trenched and there was piping under Brooks drive leading the water to Jackson Creek. He approached the 2 families in hopes of re-trenching, as he said it was the city’s responsibility to manage the water issue, as they had previously. Unfortunately, Phil was met with extreme resistance. To minimize neighbor impact, Phil’s team did trench some, and resolved 30% of the flow issue. He and I had a verbal agreement that I would try efforts on the low side of Brooks to protect my property from flooding. It seems that with the heavier rains, there remains a major issue of flooding despite years of my best attempts. At this time, I would appreciate further attention into this matter and a sustained / definitive fix from the city. Additionally, rocks from 1213 gravel drive continue to migrate across Brooks and deposit in my yard. I have been sweeping them back to their drive.5 days ago

This began last night at around 1:30a.m. I attempted to call the proper phone number ((812) 339-4477) to file a noise complaint, but the call never connected. I attempted to call three or four times before giving up. Today, it has started again, in the same general area, and again, I was unable to call to file a noise complaint. I have had issues with trying to file a noise complaint in the past - either I get placed on hold for an hour (or until I give up), or the call refuses to connect. I've spoken to others who have described similar issues, so I know this isn't just on my end. There needs to be an online method to file noise complaints since the phone system does not seem to be reliable.
